Kyoto Protocol

On 28 May 2007, the RF Government adopted a Decree in relation to the Procedure For Approval And Verification of Status of Projects Carried Out In Accordance With Article 6 Of The Kyoto Protocol to The United Nations Framework Convention On Climate Change.
Presently, the RF Ministry of Economic Development and Trade is preparing following procedural documents and regulations:

- Provision on interdepartmental commission of the RF governmen
- Regulation on the procedure of Project Design Documents (PDD) preparation
- Regulation on the procedure of PDD review

The basic principle of the Kyoto procedures is combining government regulation of emissions with the possibility to trade GHG emissions reduction. Our experts act as consultants of the Ministry on a number of issues of JI-projects business process engineering. 
Taking into account that not all JI-projects are viewed positively by the encumbents, we can offer following services regarding Kyoto Protocol mechanisms.

1. Getting a preliminary informal approval of projects of our clients. This work includes consultations between Cassidy & Associates CIS and officials who are in charge of Kyoto mechanism in the Ministry of Economic Development and Trade and the RF Government and other relevant bodies and getting information as to their attitude to those Joint Implementation Projects which our clients plan to implement. This service will give our client an opportunity to pick out JI-Projects with maximum chances to be adopted by the RF Government.

2. Finding most promising JI-Projects to a client, taking part in talks from arranging meetings with officials and to the time of conclusion of a contract. This will allow our client to implement a JI-project in Russia irrespective of whether a client has its offices in Russia or not.

3. Support in JI-projects registration procedure. We can assist in preparation of documents and give support in approval of JI-projects by Russian state bodies.

4. Monitoring of legislation and consulting on Kyoto Protocol issues. The work includes getting reliable information through consultations with state officials and other sources, analysis of influence of legislative initiatives on client’s projects, recommendations on necessary steps aimed at influencing legislative policies targeting client’s operations.
