The International Tax & Investment Center (ITIC) Moscow (www.iticnet.org)

The International Tax and Investment Center (ITlC) Moscow is an independent not-for-profit research and education foundation with offices in Russia, Azerbaijan, Kazakhstan, Ukraine, the United Kingdom and the United States. Organized in 1993, ITIC serves as a clearinghouse for tax and investment policy information, and as a training institute for key policy makers in the former Soviet Union and other transition economies. In many of the countries in which ITIC works, together with international organizations (e.g., IMF, World Bank, OECD, EBRD), there is no other organization undertaking a similar, independent role.

ITIC provides a policy road map to attract investment and a neutral forum to discuss and resolve differences with investors. ITIC works with leaders of the State Duma Budget Committee to develop a package of amendments to Part I of the Tax Code to strengthen taxpayer rights, to make a clear distinction between “honest mistakes” and “criminal activity,” differentiate fines and penalties between these, clarify the issue of closure of tax audits, and better define the concept of a “bad faith” taxpayer.   ITIC also uses these tax administration disputes to show the benefits of these proposed tax code changes to officials within the Ministry of Finance.
